Possible Causes

Safety: If you feel any electric shock, unplug immediately and do not use until checked.

Inspect earth wire: Open the plug and confirm the earth wire is securely connected. Inspect the internal earth connection to the chassis.
Replace mains lead: If the earth conductor is damaged, replace the earthed mains lead.
Static mitigation: On very dry carpets, occasional static discharges can occur; using a humidifier or anti-static spray can help, but this must not mask a true earthing fault.
