Safety first: Turn off power at the breaker and shut off water.
- Visual inspection: Remove the lower access panel and inspect the heating element terminals and wiring for burns or loose connections.
- Test heating element: Disconnect the wires and measure resistance across the element with a multimeter. A typical element reads 10–40 Ω. Infinite resistance indicates an open element.
- Check high-limit thermostat: Locate the high-limit thermostat (often mounted on the tub or heater housing) and test for continuity. An open thermostat will prevent heating.
- Inspect control board: Look for a burnt heater relay on the main control board.
Repair action: Replace the heating element or high-limit thermostat if they test open. If both are good and wiring is intact, the main control board heater relay is likely failed and the board should be replaced.
