Possible Causes

Accidental activation of child lock, Intentional lock not remembered by user

Safety: This is a normal feature, not a fault.

To disable child lock (common LG method, may vary):

Press and hold the STOP/CLEAR button for 3–5 seconds until LOC disappears, or
Press and hold the 0 key for several seconds.
