Safety first: Disconnect the oven from mains power at the breaker before removing any panels. High voltages and stored energy may be present.
- 1. Confirm the symptom: Set the oven to a conventional bake or top heat function at 200°C. If the fan runs and the display counts time but the oven does not warm up, the upper heater may be open.
- 2. Visual inspection of the upper heater: Remove the oven from the cabinet if required (consult the Panasonic installation manual). Remove the inner back or top panel to expose the upper heater element. Look for burn marks, blisters, or breaks in the element.
- 3. Check wiring and connectors: Inspect the spade terminals and wiring harness from the upper heater to the main power board. Tighten any loose connectors and look for signs of overheating or melted insulation.
- 4. Test the element with a multimeter: With the oven unplugged, disconnect at least one wire from the upper heater and measure resistance across the terminals. A typical Panasonic upper heater will show a finite resistance (often 20–60 Ω). If it reads open (OL), the element is faulty and must be replaced.
- 5. Inspect thermal cut-out: Locate the cavity thermal cut-out or safety thermostat mounted on the top of the oven cavity. Test for continuity. If open and not resettable, replace it.
- 6. If element and cut-out test good: The fault may be on the power/relay board (heater relay contacts burnt). This generally requires board-level repair or replacement by a qualified technician.
