Safety first: Unplug the washer.
Access the motor as for D03. Inspect the tachometer at the rear of the motor, ensure the magnet ring is intact and firmly attached, and the coil connector is secure. Test the tach coil resistance; replace the motor if the tach is defective. If E13 persists with a good motor, the PCB speed control circuit is suspect.
